⚖️ Major Grievance Redressal Mechanisms
1. Local Government Ombudsman
The Local Government Ombudsman is a higher judicial mechanism for submitting complaints regarding corruption, irregularities, abuse of power, and dereliction of duty by elected representatives or officials of local self-government institutions. The Ombudsman is headed by a person holding the rank of a High Court Judge.
2. Local Government Tribunal
The Local Government Tribunal is a judicial mechanism for filing appeals against decisions and orders issued by the Panchayat governing body or Secretary, including rejection of licences, cancellation of building permits, and similar matters. Its headquarters is located in Thiruvananthapuram.
3. Chief Minister's Portal
Delays or other difficulties related to Panchayat services can be brought directly to the attention of the Chief Minister through the online portal. Complaints submitted through cmo.kerala.gov.in are required to be addressed by the concerned officials within the prescribed time.
4. K-SMART Portal
K-SMART is the online single-window system of the Local Self-Government Department. Citizens can submit complaints related to services online without visiting the Panchayat office and can also track the real-time status of their complaints.
5. Vigilance Department
Complaints can be directly submitted to the Vigilance and Anti-Corruption Bureau regarding demands for bribes, large-scale financial irregularities, diversion or misuse of government funds, and other corrupt practices that may occur in Panchayat offices.

Panchayat Secretary / President / Grievance Redressal Committee
For local disputes, delays in applications, and similar issues, citizens should first submit their complaint directly to the concerned officials at the Panchayat level and seek a resolution.

District Level
Joint Director / Deputy Director (LSGD)
If the complaint is not resolved at the Panchayat level, it may be submitted to the Joint Director or Deputy Director of the Local Self-Government Department at the district level.

Ombudsman / Tribunal
If officials deliberately violate the law, engage in corruption, or deny eligible services, citizens may approach the appropriate legal mechanisms such as the Ombudsman or Tribunal.
