All social security and welfare fund pension beneficiaries who were sanctioned a pension before December 31, 2025, must complete the mustering process via an Akshaya Centre between July 17 and September 30, 2026.

Institutional Structure of the Grama Panchayat

Grama Panchayat

President

The President is the chief administrative authority of the Panchayat and provides leadership for the development activities and administrative functions of the Panchayat.

Vice President

The Vice President assists in the administrative activities of the Panchayat and performs the administrative duties in the absence of the President.

Standing Committees

Standing Committees are responsible for overseeing development, finance, health and education activities of the Panchayat.

Development Standing Committee

Implements development projects of the Panchayat, with a focus on public welfare and basic infrastructure development.

Finance Standing Committee

The Finance Standing Committee is responsible for managing the revenue and expenditure of the Panchayat.

Health & Education Standing Committee

Responsible for overseeing health and education-related activities of the Panchayat.

Welfare Standing Committee

Implements public welfare programmes and focuses on social security and welfare activities.

Other Sub-Committees

Committees formed for activities in specific areas and to provide support for various Panchayat projects.

Panchayat Secretary

Assistant Secretary

Assists in the administrative and office activities of the Panchayat. Serves as the Member Secretary of Kudumbashree and coordinates various welfare programmes. Also undertakes the implementation responsibilities of Scheduled Caste development programmes.

Head Clerk

Supervises the day-to-day office activities of the Panchayat. Coordinates file processing and the functioning of various office sections, while providing supervision and control over the activities of employees.

Accountant

The Accountant is responsible for managing the financial transactions and accounts of the Panchayat. Maintains income and expenditure records and organizes budget, tax and financial documents.

Clerk

Handles files and records of the Panchayat. Manages tax collection, applications and office registers, and performs ward-level responsibilities and service-related activities.

Senior Clerk

Supervises office records and administrative procedures. Coordinates the functioning of various office sections and oversees the examination and processing of important files.

Office Attendant

Assists in the day-to-day office activities of the Panchayat, including handling and transferring documents, maintaining office arrangements and providing general support services.

Responsibilities of Major Components

1. Grama Sabha

The Grama Sabha is the general assembly of the people of the Panchayat. It discusses development projects, public needs and welfare activities and makes recommendations and decisions accordingly.

2. Grama Panchayat Committee

The Grama Panchayat Committee is the governing body consisting of elected representatives. It manages the development and administrative affairs of the Panchayat.

3. President & Vice President

The President and Vice President are the principal administrative leaders of the Panchayat and provide leadership for its administrative activities.

4. Standing Committees

Standing Committees are specialized committees working in areas such as development, finance, health and education, and welfare.

5. Panchayat Secretary

The Secretary is the principal administrative officer of the Panchayat and coordinates office activities, file processing and administrative functions.
